Project Overview
In 2019, 1PAX supported Vinci Airports in the successful concession process for the management and development of seven airports across the Cabo Verde archipelago: Sal, Santiago, Boa Vista, São Vicente, Fogo, São Nicolau, and Maio. The assignment focused on the preparation of technical documentation for the concession and extended into Phase 1B planning in 2025. The network includes both international and domestic airports, each embedded within distinct geographic, economic, and tourism-driven contexts.
Key Challenge
The primary challenge lay in addressing the diversity and dispersion of the airport network while ensuring a coherent, long-term vision. Each airport presents unique operational conditions—ranging from proximity to beaches and tourism resorts to constraints linked to visibility, instrument flight procedures, and airspace management. The strategy needed to enhance safety, capacity, and passenger experience while remaining adaptable to the specific realities of each island.
Our Approach
1PAX contributed to the development of comprehensive technical documentation supporting the concession process, combining strategic analysis with architectural and planning expertise. For each airport, the team proposed a preliminary masterplan tailored to local conditions, addressing capacity assessment, operational constraints, and phased development scenarios. The approach emphasized scalability, resilience, and clarity, ensuring that investments could be aligned with traffic evolution and tourism growth while improving connectivity across the archipelago.
